The problem in dropping it off thr night before is many hotel don’t operate shuttles for flights pre 7am. Many national car rental companies allo early am drop car off and put keys in a box.

   Go to the Arrivals level of the airport and look for the signs. Some shuttles require you to phone for pickup, others run the route every "x" minutes and will pick you up without advanced calls. There is a bank of phones in the Arrivals area with the various car rental companies and hotels, the instructions for the shuttle are usually found there.

   I ought to know the answer to this, but sadly don't. I hate taking the shuttle from the terminal to the rental car facility garage; takes forever. I can always find the walkway when returning a car, but can't seem to find it when picking up a car. Of course when I'm leaving, I don't think about turning around to see where I came from.

You could get lost quite a bit trying to find DCA and still spend less time than it would take to get to Dulles. Both sites are pretty well marked and as long as you can read the signs getting in and out is easy.

   Re: Avis DCA off site. If you have to rent from that Avis location, you may want to just wait for the shuttle. It is not much different than waiting for a hotel shuttle. Put aside half an hour of so and you will be fine. That location is just outside the airport, but I would not want to walk there with luggage.
