   Actually $1000-1500 is a fairly normal hold with a credit card in Costa Rica. I don't know of any car rental companies that accept debit cards but I could have missed some. Even if you can find a company that accepts debit cards I would hesitate to go that route.

   There is not a single credit card that offers (or can offer) liability insurance in Costa Rica. Nor can any regular car insurance from abroad be transferred to a Costa Rican vehicle. Car insurance MUST be purchased in Costa Rica from the rental car company - and doing so has nothing to do with the type of credit card a person has.
