If the costs are that prohibitive, you might consider looking into an off-site Enterprise Rent A Car and taking a bus away from the airport area, like to the station at Stapleton, then having Enterprise pick you up. There's an Enterprise location at 4080 Quebec Street, which is fairly close to the bus stop.
I've got a 4 day rental with Enterprise; full size; $175 total. The office (as well as Hertz, Avis and Budgt) is about a mile from Union Station---end of the airport line. Moral of the story: don;t rent at DIA. Eat The $9 rail fare and rent downtown or other places away from airport.

You can join a rental cars gold club or executive club or whatever and then usually skip the lines. Last time I rented a car (not denver) I was 2nd in line. By the time I go the car there were 25 people lined up. My review would have been great, and everyone else would have said the line was forever.
You have no choice. There are no car rentals right from the terminal in Denver. They're all away from the terminal and require a shuttle bus ride. I'd never rent from one of these off brand companies. One rental from Fox was enough. For personal rentals I would stick with Budget, Alamo, or Enterprise.
