I do see the T&C and the 3rd party one is listed (I **** it): Reservation must be at a rental location that offers Skip the Counter. Reservation must not exceed 30 days. Reservation must be made at least 24 hours in advance.
Alamo is only $70 more expensive than Budget. This location also offers skipping the counter option to go directly to the car. To me, having cars available and picking the car on time is definitely more important than $70. However, I usually take these reviews with a grain of salt, especially there's a negative bias.

I just tried to do the same thing: add my Alamo Insider number to an existing reservation booked through Costco. The 855 area code Alamo Insider desk said they could not do it, and referred me (not transferred me) to another Alamo desk at 800 651 1223. They were familiar with the problem but said it cannot be done, do it at the rental counter.
