As several others have noted, public transit is safe and efficient. I would recommend using Septa to reach U Penn, either train or bus. Center City is very pedestrian friendly and walkable. You can easily walk to many of the other common tourist sites and areas of interest. Edited: 11 years ago.
1. Re: free transfer from subway to bus. Yes, the free transfer is within 2 hours, the card "remembers" it. On a regular bus you put the card in the fare reader and it will say "transfer" on the LED. On an SBS bus (like the 34th street bus) you put you card in the machine at the curb at the bus stop and get a paper ticket.
