Google Map France can also be downloaded for offline use. You just won't get live traffic. Map use doesn't consume a ton of data anyway. I have an old but still kicking Garmin as well. I still use it when I drive in foreign countries. I then use Google Map as a back-up, primarily for searches.
1. Re: Google Maps walking times. First, use the subway. If you choose to walk, I would add 10 minutes for short distances and 20+ minutes for long distances, just to be safe. Once you start to understand how long it takes you to walk from A to B across streets/avenues, then you can adjust.
You can walk from one to the other, but taking a look at both addresses on a map, it's not exactly within a block or two. However, the approximately 12 block walk would be a straight walk North up Lasalle, which is right near your hotel.
