I had a similar issue on my Android phone. I can't find any way to add a city from the downloaded cities page. When I visited the online page for a small city I couldn't find anything, but when I perused a major city just after the "Places to eat" section there was "Get to know XXXX" Directly below that was a green arrow followed by "Download."
As one user suggested, I did go into the app settings and enabled storage and restarted. That made sense, but didn't matter. This problem makes the app essentially useless for foreign travel, where roaming can get expensive, and we don't want to have to stop and get coffee for free wifi at exactly the time we need the information.
