I've checked my credit card to be sure the charge is not getting blocked, and that is not the problem. The booking is simply failing.

You can Pre book additional baggage online at their website at the time of web check in which opens 48 hours before flight departure. You can also buy additional at airport but doing online gives you discount.

Although you found the unusually low prices they had already discovered the issue and as a short term solution they cancelled and refunded the bookings. Now they have the correct price back up.
