   Far from an expert on FlyDubai, but there are lots of low-cost airlines which don't even issue e-tickets, just the alpha-numeric booking code (PNR). Then there are lots of legacy/network airlines that just send you the PNR, and while there is an e-ticket, you need to log onto their websites using the PNR to download it.
