The reason for the refund policy is because the train is very popular and booking is essential and done through their website, unlike normal train services you just can't turn up at the ticket office in the station and buy on the day, the Conductor of the train if any seats are unsold may be able to sell them there and then prior to departure but it's very much a long shot!
