Its the traffic that can cause some problems, although generally getting in your car and out of T2 and get out at Domestic terminal can be done in 5 minutes (maybe 10 if there are some traffic in between). The 15 minutes I mentioned includes some walking to the yellow cab loading area, and possibly some delay/wait for your cab.
