I would never book an overseas car rental thru AAA or thru the Hertz US site. Book directly thru the Costa-Rica based agency and get all your questions answered in writing. Thanks. It appears there's no AAA discount on Hertz right now except for weekend and weekly rentals (I'm renting for 4 weekdays). Hertz has a 25% off discount coupon code, but it only allows one CDP code, so it won't let me enter my AAA information to get the free second driver.
