Yes there are fees involved with using PayPal here, they just recently started working with some of the local banks, but the transfer fees are high. We use a US account and then transfer the money to our Peru bank account and have to charge 8% to cover the fees, so the $10.40 may be to cover transfer fees, but is not a tax.
