I called an agent named Lemar to get ticket to travel with my three kids, 2 of them where less than 2years of age and the other one was 4years old. Lamar gave me a quote and I paid. When I got to the airport, United refused to let us board.

Another friend who signed up last May didn't get one either. Maybe they are sending out in batches, or maybe they've identified the specific people effected and only they got one.
