If the person is at the airport, I found the car rental to be exceptionally quick and easy out of TPA. If you search around for discounts or coupon codes, the person may be able to rent a car at a rate that is competitive with a shuttle, and probably cheaper than a cab.

Hi Nap127, At TPA, Alamo allow you to personally choose your car from the lot and all the keys are draped over the wing mirrors so you can inspect the interiors too. One one occasion the selection was a bit thin and the kind woman in the booth listed cars that were currently being cleaned and would imminently be available.
