Probably the best exchange rate outside of a bank is at Wal Mart. I would use cash to pay at Wal Mart and then get back change in pesos at a great exchange rate. I never had trouble there with a credit card, but I never used and will not use a debit card in Mexico anyway since the banks will kill you with the fees for using the card outside the US.
