I googled the expedia customer support centre contact (UK) and got a number which I called, as there was a queue the bot offered to call me back, which they did, I had to wait but got through to very helpful guy who put me through to the refund sections and after half an hour they had the details and confirmed we would get a full refund.

This looks very much like a standard catch-all message which is sent out whenever there is any kind of problem with a card payment, and it covers all eventualities. If the card had declined then, as mentioned, no money would have left the OP's account.

Expedia.com watch out! have recently booked, BE CAREFUL-. 1) their price did not include any food or drinks (only realised upon check in) to be informed yes, Expedia do that when they book with us. 2) NO customer service. everything is via chat bot - impossible to find a real human CONTACT when a question needed resolution (Transfer).
Sure enough, I had to cancel my trip to Paris, and had to contact Expedia customer service to see if I could get a refund. I did have the vacation waiver so I felt confident that all would turn out well. Although the Expedia customer service agent I spoke to wasn't well versed in english he did manage to cancel my trip and initiate a refund.
