If you don’t want to Be charged and don’t need to use your phone just turn cellular data off and have it on airplane mode. But you can still use watsup if there is a free WiFi.

I have AT&T with international roaming enabled, and my iphone used either carrier without problems. Of course, you incur international roaming rates when you use the phone, but I just had mine for emergencies.
