I've been looking for a car rental place in IAD (Washington Dulles) in July. kAlmost every single site has min-priced cars @ about $33 a day, but for some reason, Kayak.com has some cars at $15 a day.

Use Kayak or expedia for air and/or rooms but not cars because they often include NO insurance costs as mentioned . Your link opens up to America car rental which does disclose insurance info and is a good choice . It shows prices on various web sites side by side but you actually rent the car through which ever other web site you choose. I use it to see possible prices and then book through one of the car web sites that seem reasonable.

THIS IS A SCAM AND INSURANCE FRAUD: Rented a Car ON Sep 22, 2022 with Kayak and VIPCARS, VIPCARS charged me $10.12 and sent and Agreement with HDC for $92. Overcharged by HDC for $346. All Insurance was covered in the Reservation Agreement (CDW; Theft Waiver, Third Party Liability). HDC asked for $500 due to tolls.
