A toll-free telephone number or freephone number is a telephone number that is billed for all arriving calls. For the calling party, a call to a toll-free number from a landline is free of charge. A toll-free number is identified by a dialing prefix similar to an area code. The specific service access varies by country.
Until the mid-1980s freephone numbers could be accessed only by ringing the operator on 100 and asking to be connected, e.g. Freephone 8963 for BT customer service. From 1985, the 0800 code came into use for freephone services. These numbers usually had 10 digits, but a few exceptions had only 8 digits, e.g. 0800 1111 for ChildLine.
The operator is obtained via 100 from landlines, while directory enquiries, formerly 192, is now provided in the 118xxx range, (not to be confused with 0118, the area code for Reading.) e.g. 118 212, 118 800, 118 500, 118 118, by different companies. International operator assistance is reached through 155 .
Not quite true - we can call 1-800 numbers from the UK, but we are charged. I do it all the time. I'm not sure about the other way round, though, as I can't remember if I've tried to dial an 0-800 from the US. At best, you'll be able to connect but will be charged; at worst, you simply can't connect. Sorry not to be of further help.
