Only hours before our 25th anniversary trip was to begin, Expedia changed the flight to a different airline at a later time at a DIFFERENT airport, causing much extra expense, stress and frustration.

This looks very much like a standard catch-all message which is sent out whenever there is any kind of problem with a card payment, and it covers all eventualities. If the card had declined then, as mentioned, no money would have left the OP's account.
I googled the expedia customer support centre contact (UK) and got a number which I called, as there was a queue the bot offered to call me back, which they did, I had to wait but got through to very helpful guy who put me through to the refund sections and after half an hour they had the details and confirmed we would get a full refund.

It is unfortunate, but that is the risk you took. In saying that, there are cases where airlines would assist in credit shells, rebooking for a fee etc.
