Technology is such that direct links from rental companies are imbedded in OTA, airline & other rental booking channels so you don’t book a rental car when a location is closed. Try it. I've done one way rentals from Enterprise many times, though never across different states. My experience is that it jacks the price up 25-50% on average compared to returning it to the same location. Avoid renting from or returning to airport sites, you get charged an extra percentage tax just to be at that spot.
I'm sorry, but a 2 1/2 to 3 hour wait anywhere, with any car company, is just beyond belief. Are you sure you were talking about Hertz and not Fox (they both have odd letters) - Hertz is very seldom used with "discounts" in the same breath, they (and Avis) are the full-priced, full service options that business travelers and rich people (like WD, lol) use (just joking WD).
