If insurance was included in your booking, then it should have been reflected on the booking - you should have had something to show that insurance was included.

Some Hertz locations are just that - painful to deal with. Others are nicer. Hertz 800 number is 1 (800) 654-4173 so you might want to see if they can direct you to someone who is not at the location you rented from.
