Can you clarify - are you leaving from Windsor or the small town of Essex? You are more likely to find car rental agencies in Windsor. Most of the major agencies: Avis, Budget, Hertz, Thrifty, Enterprise, etc. will be in Windsor. Note that ESTA is for entry to the US by air. ETA is for entry to Canada by air.
