I've always used Alamo and their 'Skip The Counter' feature, it's very fast. But for our upcoming trip Avis has better rates (and I like their fleet better). A person arriving without a reservation can just make a phone call or check the websites on their phone. Maybe I'm wrong and maybe Avis has started giving some sort of "preferred service" at their kiosk office there but like I said, I haven't seen any sign of life there in those small offices for a long time.
