The problem in dropping it off thr night before is many hotel don’t operate shuttles for flights pre 7am. Many national car rental companies allo early am drop car off and put keys in a box.
8. Re: Avis DCA off site. Jun 11, 2023, 11:22 PM. Save. I usually like to rent from airport locations because they are open longer (if not 24 hours) and they often are cheaper. If the prices are the same and the hours of the local locations works, then you can certainly rent from a local station closer to your hotel.

You could get lost quite a bit trying to find DCA and still spend less time than it would take to get to Dulles. Both sites are pretty well marked and as long as you can read the signs getting in and out is easy.
It was horrible and I completely regret it. I had a reservation last month for a car to be picked up at Avis Union Station. First, the car rental is quite hard to find and there are essentially no signs anywhere. We arrived at 9:05 AM to find one employee closed in the booth who did not even say hello for 15 minutes while we calmly stood ...
I actually HAVE rented from avis at DCA, and I whole-heartedly advise you against it. they are absolutely awful. insanely slow lines, rude people working the desk, rude people in the garage, insanely slow return. it is extremely unpleasant. there are so many other options for rentals on site at the airport, please don't risk having a bad experience with avis.
The parking garage at Union Station can be accessed from both sides. On the front (south) side there's a ramp on the right side that leads to the garage. The signage indicating how to get to the ramp is horrible though. Once you're on the ramp there's decent signage to the rental car return.

The drive down Wisconsin or Connecticut Ave. to Massachusetts Ave. can either flow quickly or be gridlocked. I'd give two hours from leaving Chevy Chase to the scheduled departure time for your train.
