But payment is either in USD or in rupees, provided that the hotel checks (ATM or bank/changer slips) that you obtained the rupees legally. Payment is in Rupees and if you try to use USD you will get an unfavorable exchange rate compared to money changers. So yes bring SGD and ATM/Credit cards.
