    Its all in how its coded. Yep, for a regular exam, not covered. However, if you have a medical reason for the exam, then its covered, under your "medical". So now, I have an eye issue, i.e. dry eyes, and get the exam at the same time, both covered under medical, all for a $35 copay. Works for me, might work for you too.
