I’ve found Google Maps to be very reliable in France.The “offline” feature works really well if you don’t have data coverage. I don’t drive in France myself but I spend a lot of time in the passenger seat beside a professional who does, and his go-to app is Google plus a paper Michelin atlas.
They're sometimes so off that one wonders if they expect you to be in a helicopter. There are rare problems with Waze, too. It once directed us to the shortcut around Lake Arenal, the one that requires you to forge a stream. The maps are the same; it's the estimated drive times that are so much better with Waze.

Google Maps uses the speed limits along the route in its time calculations, so that doesn't account for stops for fuel, food, rest breaks, or for delays for weather, traffic, or construction. You can estimate delay time based on your own travel style, and recalculate accordingly.
