Leanne, acting on your advice I just tried making a transfer from my Citi debit account that had not been used since May 2018. I had left it with a small balance. No trouble at all, no need to reactivate. Perhaps you had some other issue, I take it you were not able to find a Citi bank branch in Hoi An to assist you?
