Google Map France can also be downloaded for offline use. You just won't get live traffic. Map use doesn't consume a ton of data anyway. I have an old but still kicking Garmin as well. I still use it when I drive in foreign countries. I then use Google Map as a back-up, primarily for searches.

Maybe not in Toronto but in many European cities you'll notice Google gives walking directions that are very different then driving. They have to deal with pedestrian only zones and other short cuts.
I used Google maps to find the best route and a Muni app to get shockingly accurate bus/street car arrival times. Arrival and departure times were not accurate for cable cars due to the long waits at the turnarounds. Google maps will provide several options, and I generally chose the one that required the least amount of walking and/or transfers.
