There have recently been some issues with the website itself - it was offline for some hours some days ago - ba flyertalk has a thread on this - I tried to reserve seats a couple of days ago had "system unavailable try again" did so later, it then worked. All my ba.com problems have not been to do with browser issues.
I found if you get the "System is busy. Please try again later" message and then go to the Chinese 12306 site at 'https://www.12306.cn' and select "English" the log-in will work. So may be best to just go to the Chinese site first rather than direct to the English log-in page.
