I last flew into Jordan a few weeks ago and was required to show the QR code before receiving a boarding pass. I also flew in and out last month and literally had to fill out the online application at the check-in counter because I forgot to do it before hand (it took a few minutes and I received the QR code immediately).

As for entering Jordan from Queen Alia Airport, I fly in and out of AMM at least once a month for the last 5 years. The airport is abuzz 24/7 with flights in and out all day. I have never had to wait long in the visa (when I had to purchase a visa) or the immigration line.
