   Google Map France can also be downloaded for offline use. You just won't get live traffic. Map use doesn't consume a ton of data anyway. I have an old but still kicking Garmin as well. I still use it when I drive in foreign countries. I then use Google Map as a back-up, primarily for searches.

It also depends very much on when you make that leg. If at all possible, avoid trying to get on/off the Cape Friday-Monday AM.
