Upon arrival in Sint Maarten, you must have: a U.S. passport valid for the duration of your stay; a completed Embarkation and Disembarkation Card (ED-Card). You can complete the ED-Card on the airplane en route to Sint Maarten or in advance by using ED-Card Online.

Those are fast and easy but you can only use them if your passport is somewhat newer and has the chip in it.

Since you plan to test in Aruba, I think you only have to worry about getting it all complete in time 4 hours prior to departure. So, for example, you could start the ED Card process 10 hours prior to departure & have 6 hours to finish the whole process of filling out the online forms and paying for the tests and insurance.
