    Definitely a question for the insurance agent. He/she gets paid for customer service. Car insurance usually covers any driver (with a drivers' license) on a short term basis. So I can lent my car to anyone for a short time, and my insurance will still cover. Her insurance probably has a mileage limit.

Agree, more expensive of not, rent through one of the major rental companies and simply purchase insurance through them. In California your required to have proof of insurance when you drive.

But the problem is California's legal minimum is something around $30k and is very insufficient (haven't been updated for half a century).
