All the car rental places I've found, AND the ones I used (Thrifty rent-a-car), were at the San Antonio Airport (approx. 40 minutes north of the base). I did not see one on the base itself. Thrifty Honolulu airport rent a car sent a letter charging $43.00 for gas after a week we returned the car with full gas. The charge is being disputed with the same credit card company we charged the gas prior to returning the car to Thrifty.
