If insurance was included in your booking, then it should have been reflected on the booking - you should have had something to show that insurance was included.
Hertz Car Rental - Denver Airport. 1 year ago. Over 50 people waiting in the Denver Hertz Rental lobby. We waited for over 2 hours and finally called an Uber. Sadly they had many cars in the lot but they were considered upgrades and price gauging customers if they wanted a car. I had a full size reserved on a corporate account (business trip).
Hertz provided link to online app supposedly to help with getting car charged. But, could not download/access due to EU data protection laws! You would think Hertz would know about this restriction for travelers from USA. Attempted to call Hertz customer service for assistance ….. not one phone number worked.

According to this link from Hertz' website there are only 60 airports in the United States that has the "Hertz Ultimate Choice Program" that allows you to choose your own car from a zone marked for your "loyalty status". There is a list of the airports on the link.
