I don't understand how the state of CA ripped you off. Avis (and other rental car companies) have latched onto this toll transponder revenue stream and charge visitors silly amounts of money for the convenience of having a transponder. $2.95/day seems to be a standard fee - not just in CA, but in other states as well - this was the fee last time I rented from Hertz at Washington Dulles.

I contacted with Hertz. And they said they pass my information to the toll roads violation department so the department can send the citation direct to me, That $30 is charged for this action. And Hertz don't the amount I need to pay for this toll violation.So now I need to wait for the toll roads violation department to send me citation/notice.

You can pay a fee to Hertz for tolls but the problem with them is they charge you a flat fee every day regardless of whether you go through a toll or not. Means you’ll pay for something you won’t use often if at all. Other rental companies have better tolling systems that only charge you on days you actually go through a toll point.

Yesterday we received a letter via post at home, a Notice of Credit Card Charge from Thrifty Processing Service, for a 91 Express Lanes Violation Processing fee of $30.00. It also mentions that I am responsible for resolving the toll charges with the toll issuer, as my name is now associated with the toll charges.
