We contacted your office by phone (0031 1252 343202) and spoke with a representative (named Caroline) who was kind enough to inform me that if she received a cancelation email from Eurocar on our behalf, that a refund of the total amount already paid to you would be returned to us.
Some Hertz locations are just that - painful to deal with. Others are nicer. Hertz 800 number is 1 (800) 654-4173 so you might want to see if they can direct you to someone who is not at the location you rented from. (I would not give it much hope but I would suggest trying to contact people outside of the location you rented from if possible).
