I have been facing same issue for irctc.co.in, it was not even opening. But out of my surprise, it opened few minutes ago and I added my US phone number. as per new policy I had to Rs 122 if using a phone number other the +91. I paid with US credit card successfully but right after this same issue. Website is not even opening.
