There is no need to forward the calls to your Bangkok phone number, because whatever Google Voice app you use will just connect to the cellular data network (and not to the cellular call network).
Re: Calling bank 1-800 number. 5 years ago. You dial +1800-etc on a mobile phone and pay full rate. To call with your phone + local SIM, using one of the discounted access codes (AIS's 003 as an example) is simply 0031800-etc. Forget the 011 stuff you use in Canada, this is Thailand.
