You can save a lot of time when you join a loyalty program. OGG car rentals can be very busy depending on time of day and how many flights are arriving ...
Scott, all the major car rental companies are in the big "new" CONRAC building right across the street from the terminal. This includes both rental desks and the cars. As Cindy and Deepwater mentioned above, a new Tram quickly (2-3 minutes) takes you to the rental area. Or, you can walk 5-7 minutes to stretch jet-lagged legs along the wide walkway.
Of all the islands I would spend more time on Maui. All the major car rental agencies are a short walk or cross the road in front of the terminal and jump on a trolly/train. Book your rental through Discount Hawaii Car rental, Costco or Auto Slash. Do not pre pay but keep checking back as prices always drop.
