I booked the car on their toll free US number and made sure I requested everything I wanted at that time, including the excess insurance. I paid over the phone one month prior to departure.

Picked up our Dooley rental car in Shannon.****Please note*** You will be charged when you pick up your car for a FULL tank a gas. It was not in any literature I had read and it was not optional.
