I don't know about the apps, but the actual magic jack works just fine. Sometimes the connection can be bad but I just hang up and redial, have the same problem using it at home. My cousin lived in Japan for two years, bought a magic jack before she left. She was able to call home and talk to her mom everyday, and vise versa.
Other options include SKYPE, international calling cards or the phone service from ICE. If you have an unlocked cell phone, you can purchase an inexpensive SIM card from ICE to use while you are in Costa Rica - 2500 colones for 80 minutes - and international rates are cheap.
You plug a regular phone into the normal phone connector on the box. Then you use the phone as usual. My understanding is that calls to the states are free and anyone calling your magicjack number from the states while you're in Mexico will only pay whatever they normally would for the call (so if you have free long distance the cost would be 0).
