There is good cell service, but your phone will be in roaming mode (unless you have an international plan) so that is about $1.60 a min. Get the Magic Jack app for iphone/droid/ipad. Works great and completely Free! Use the wifi at the hotel and dial like a normal phone Be aware your caller ID just shows up differently to the person you are calling
Other options include SKYPE, international calling cards or the phone service from ICE. If you have an unlocked cell phone, you can purchase an inexpensive SIM card from ICE to use while you are in Costa Rica - 2500 colones for 80 minutes - and international rates are cheap.
