If you leave the stadium to the south and take the foot bridge south over the drive, you can walk down 18th to Indiana. Uber uses a phone-based GPS system to track you, wherever you are. As long as you have data or Wifi on, you can use the phone app. The phone number (and your SIM card) make no difference. I use a Keepgo hotspot when I travel and don't bother to change the SIM card. Recently, I used Uber in Mexico City, Lima and NYC without changing anything.
