The Philadelphia parking authority garage on 2nd between chestnut and walnut has a number of spots for oversize vehicles on the ground floor. The entrance to the ground floor is before the main garage entrance.

My favorite in that area is the Philadelphia Parking Authority (PPA) self-park garage on 2nd Street between Chestnut and Walnut (2nd & Sansom, officially). The entrance is on the left as you drive down 2nd Street. The ramp spirals up to the parking levels.
