The Philadelphia Parking Authority (PPA) is an agency of the Commonwealth of Pennsylvania that manages many parking operations for Philadelphia. The PPA was created by the Philadelphia City Council on January 11, 1950, for the purpose of conducting research for management of off-street parking and establishing a permanent, coordinated system of parking facilities in the city.

If you park at the Parkway Garage at 12 & Filbert and take your ticket with you, all vendors in the market are *supposed* to validate if you spend over $10, then you get 2 hours parking for $4. My favorite in that area is the Philadelphia Parking Authority (PPA) self-park garage on 2nd Street between Chestnut and Walnut (2nd & Sansom, officially). The entrance is on the left as you drive down 2nd Street. The ramp spirals up to the parking levels. You can take a ticket or pay with a credit card at the entrance gate.
Get the app, Best Parking. The museum is in old city and there are a number of lots for $15 or so. Be careful with kiosks on the street. No parking signs can be confusing and the parking authority is quick to ticket. I use the app and find some great deals, particularly with an early entry and an all day rate. Have a great time!
