15 years ago. If I'm not mistaken, the free 2nd driver depends on what rental company you use. But the Costco discount works only when renting through Costco website, using a their code, or so I thought. I could be wrong. I thought that if you used Priceline, you paid for it, no chance on declining your winning bid.
The offers where the company was not named seemed cheap, but I could see by reading the details that the unnamed rental car company was off the airport property and that generally includes only the shoddiest off the shoddy rental car companies. I would consider Priceline for a big discount, but not just to save a few bucks.

Although, the last couple years, I've ended up getting pretty good rates directly with the rental car websites. Last year was Dollar.com and this year for March is Thrifty.com $208 for a full-size for a week, including taxes and fees. That included the Nascar weekend, so thought it was a decent rate.
